The starting point

Services digitised one at a time produce silos.

A national administration delivers several hundred services to citizens: civil status records, secure documents, licences, tax clearances, fees and charges. Each has its own legal text, form, validation workflow and collection method.

Digitising case by case, project after project and donor after donor, produces applications that do not talk to each other, duplicated reference data and revenue collected outside the Treasury circuit. NovaGov addresses the whole portfolio with a single doctrine, shared templates and a shared platform, then deploys in waves.

What we deliver

Portfolio mapping

Inventory of services by ministry and public body, with their legal basis, volumes, revenue and digital maturity.

Per-service digitisation kits

Product sheet, target process, functional and technical specifications, legal note, draft agreement. A complete file, ready for decision and contracting.

Multichannel digital counter

Web portal, mobile app, USSD for basic phones, and an assisted physical counter so that no citizen is left behind.

Interoperability hub

Secure, logged exchanges between administrations, shared reference data (persons, businesses, land parcels), supporting documents requested only once.

Reference-based payment

Each act carries a unique payment reference, payable by mobile money, card, bank branch or counter, and reconciled automatically with the revenue.

Steering

Dashboards of revenue, lead times and volumes, by service, entity and territory, available to the supervising authority and the Ministry of Finance.
