What sets us apart

  • Pay-per-use remuneration. NovaGov funds the build and the operations. The State pays only on acts actually processed or revenue actually remitted, under a schedule set by agreement.
  • Public ownership of data. Registers, reference data and tax data belong to the State. NovaGov operates them, does not own them, and guarantees their reversibility.
  • Collection through licensed institutions. Every payment goes through a payment institution licensed by the competent central bank. Public funds are ring-fenced and remitted to the Treasury on the agreed dates.
  • Compliance by design. Personal data protection, anti-money-laundering, electronic signature and evidential archiving are built into the product, not bolted on afterwards.

Inventory an administration's services, their legal texts, workflows, volumes and revenue, ministry by ministry.

Select the first waves against three criteria: effect on revenue, legal and technical feasibility, visibility for the citizen.

Produce a complete kit for each service: product sheet, process, functional and technical specifications, legal note, draft agreement.

Operate

Run the digital counter, collection, supervision and support, with measured and published service commitments.

Transfer

Train officers, document each component, organise contractual reversibility. The State remains in control of the system.
