How we work
Sources, clarification, production, verification. Every file starts from the country's texts and figures, states its open points in writing and distinguishes what is settled from what remains to be decided.
NovaGov Africa SAS is a technology company serving African public administrations. We build and operate public service and revenue platforms, in partnership with the State, on a pay-per-use public-private partnership model.
African states lack neither legal texts nor potential revenue. They lack recorded acts. Every untraced act is lost revenue for the Treasury and a poorly served citizen.
Our work is to bring the act into a flow: a procedure that carries its payment reference, a voucher that materialises the fee, a rent that carries its withholding. All without making life harder for the citizen or work harder for the officer, and without asking the State to invest before results are recorded.
We favour an institutional register, sourced figures and dated commitments. A NovaGov file should be readable by a tax director, a legal adviser and a funder without any of them having to take our word for it.
We work with administrations across the WAEMU and CEMAC areas and neighbouring countries, in French and English, with payment institutions licensed by the central banks of each area.
Head of a licensed payment institution and certified compliance specialist across the WAEMU and CEMAC areas, he has for several years designed public revenue and digital service schemes with administrations in French-speaking Africa.
Sources, clarification, production, verification. Every file starts from the country's texts and figures, states its open points in writing and distinguishes what is settled from what remains to be decided.
We do not sell software licences to be installed and forgotten. We do not hold public funds. We do not operate a platform without a written agreement with the administration.
Licensed payment institutions for collection, local law firms for the contractual framework, and the administrations' own teams, from day one.
A first conversation is enough to identify the services and revenue streams to start with.
